Inaugural NELLCO Symposium
You won't want to miss this inaugural annual event! The NELLCO Symposium is a meeting created by and for law librarians. Based on the results of a member survey taken earlier in the year, NELLCO's goal for this meeting is to provide a venue for true exchange and collaboration, and hands-on skill building.

This interactive event consists of two full days, with the first day dedicated to Content and Collaboration. Industry partners and law librarians will have the opportunity for robust exchanges in small classroom settings. Companies actively involved with the law library community will have the opportunity to provide product training, demo new products, host focus groups, or offer content sessions of interest.

Also on day one, NELLCO Interest Groups, including Acquisitions, Interlibrary Loan, IT, and Reference, will
hold brief meetings to explore and expand on their collaboration efforts. Holding Interest Group meetings during this event will allow attendees to participate in more than one interest group without travelling to many different locations throughout the year.

Day two offers a series of hour long content sessions and workshops aligned with the remaining themes: Curation and Innovation. Some of the sessions on day two will include Reverse Strategic Planning, an innovative technique for examining your library's infrastructure, and Twitter 101, during which participants will set up their own Twitter account, generate their first tweet, and learn how and whom to follow (@nellcoinc!). Theresa McCue will offer sessions throughout the day on using the new NELLCO website for trials, acquisitions and renewals. We hope to offer sessions on managing a budget, managing your time, and improving your effectiveness as a speaker. As soon as we have finalized the agenda we will post it here.

The NELLCO Symposium promises lively interaction between law librarians and content providers in an informal and collegial environment. The successful candidate will have excellent communication, organizational, and problem solving skills. Meticulous attention to detail is essential, as is the ability to accomplish multiple tasks in a busy environment.

Qualifications include: Bachelor's Degree and one year of related library experience; Associate's Degree with more extensive experience considered. Familiarity with cataloging methods and MARC bibliographic coding. Familiarity with bookkeeping/accounting methods preferred. Excellent communication skills. Digital Resources Librarian at Cornell Law Library

Cornell University is located in scenic Ithaca on a hill above Cayuga Lake in the Finger Lakes region of upstate New York. The town and University offer a unique cosmopolitan and international atmosphere in a beautiful natural setting of waterfalls, gorges, and lakes. The Law School has approximately 620 J.D. students, 75 LL.M. students, 25 J.S.D. students, and 52 full-time faculty, and is the home of the Legal Information Institute. The Law Library houses over 700,000 volumes and disseminates extensive legal information through its web site. The Library promotes a challenging environment which supports the use of new technologies with a tradition of excellent services. Professionals and support staff work closely with the Law School and the University Library. The Law Library is part of the Cornell University Library system, and advancement is through the CUL promotion process.

Responsibilities: The Digital Resources Librarian is responsible for overseeing electronic subscriptions: trials, authentications, passwords and licenses. The Librarian works together with the library’s research and technology coordinator to maintain and add content to the library’s website. He or she will also assist in implementing and providing instruction in the use of new technologies for library staff and law school faculty.

In addition, the Librarian provides extensive reference and research service to the law school and university communities in Anglo-American, international, and foreign law. The Library has an active faculty liaison program, in which this position participates by offering current awareness, student research training, and assistance with scholarship. The Librarian is an instructor in a variety of courses and workshops, including the first year Lawyering course and various research courses for upper level credit, and has the title of Lecturer in Law.

The Law Library promotes an environment where creativity and innovation are highly valued. The Digital Resources Librarian participates in library planning committees and task forces; engages in campus, regional and national professional organizations and collaborative activities; and is expected to be professionally active, representing the Library and the University in the academic, scholarly, and professional community.

Requirements: M.L.I.S., and J.D. from ABA accredited school; strong service orientation; experience with creating and maintaining websites; implementing current information technologies, including social media; knowledge of legal research strategies; proficiency in online searching; teaching ability; excellent written and oral communication and interpersonal skills; ability to work independently and function in a collegial, teamwork-oriented environment which emphasizes customer service and delivery of exemplary library reference and research services.

Preferred Qualifications: A minimum of two years professional academic law library or related experience; teaching experience; ability to assist faculty and students with technology.

The FLARE Index to Treaties (FIT), launched in March 2009 on the Institute of Advanced Legal Studies web server has been extended to cover about a third more treaties and conventions. In the past two years the Index has established itself as a valuable finding tool for the international lawyer. It is a fully searchable database now indexing and listing over 2,000 of the most significant multilateral treaties concluded from 1353 onwards and a number of significant bilateral treaties signed between 1353 and 1815. This article, by Steven Whittle and Peter Clinch describes the background to the extension and technical aspects of the updated implementation employed to deliver new content and finding features.

Librarians play an essential role in promoting and ensuring the public's access to justice as they are often the first contact the public turns to for legal information and an explanation of how the court system works.

The workshop will open with an overview of the New York State Courts "Access to Justice Program", which ensures access to justice in civil and criminal matters for New Yorkers of all incomes, backgrounds and special needs, through resources such as self-help services, pro bono programs, community outreach, and technological tools. The balance of the workshop will focus on how to locate content and tools on the UCS Public Website and CourtHelp. In addition to hands-on website navigation, participants will have the opportunity to test, complete, and comment on our statewide Do-It-Yourself (DIY) Form Programs.

Zoya Golban, Law Librarian from the Ninth Judicial District (including Dutchess, Orange, Putnam, Rockland and Westchester counties) will give a brief overview of the New York State law libraries including their services and access to the public.

SPEAKERS:
Alice M. Chapman-Minutello was appointed Special Assistant to the Honorable Fern Fisher, Deputy Chief Administrative Judge for New York City Courts and Director of Statewide Access To Justice in 2009. Prior to this appointment, she was Director of Diversity for the New York State Unified Court System for more than 15 years, where she had the responsibility for the development and implementation of the court system's diversity program, policies and initiatives. Presently, Ms. Chapman-Minutello has responsibility for the development of Access To Justice Outreach and Community Relations Programs for all judicial districts outside of New York City.

Zoya Golban is a principal law librarian for the 9th Judicial District, NY State Unified Court System. Zoya has worked in various types of libraries abroad and in the States for over 20 years. She received her MLS from Indiana University (Indianapolis) in 2000 and has worked in private and public law libraries since then. Before assuming her current position at the Westchester Supreme Court Library last January, Zoya had managed a county law library in Indianapolis, Indiana. She also has a background in journalism and co-founded and edited several newspapers in her home country, Moldova. Zoya is a member of American Association of Law Librarians and Special Libraries Association, and volunteered for Indiana chapters of both organizations by developing programs and hosting international library/judiciary exchanges.

AALL's Continuing Professional Education Committee presents the AALL2go pick of the month: Federal Regulatory Information and Where to Find It.

In this one-hour video, David Pritzker of the U.S. General Services Administration (GSA) Regulatory Information Service Center provides a handy tutorial on the federal rulemaking process, including where the public can find access to federal regulations. The GSA Regulatory Information Center publishes a semiannual unified agenda on regulatory actions under development. The fall publication of the agenda includes a regulatory plan identifying current regulatory priorities and highlighting significant regulatory actions expected in the coming year. The center also helped establish Reginfo.gov to provide a “regulatory dashboard” of current information on the regulatory process, which includes handy FAQs on the regulatory process and hyperlinks to government sources for the regulations.

Pritzker's presentation explains the evolution of public access to regulatory information (including the genesis of the Code of Federal Regulations and Federal Register), how the Administrative Procedure Act creates a legal framework for the adoption of regulations in a manner allowing for public input, and where to find regulatory information, including new, free web-based government resources.

Although is seems like Spring is never going to really arrive the Spring Institute is just around the corner. Once again we will be meeting at the Syracuse University College of Law on Friday, April 29. The title of this year's Institute is:

Registration and continental breakfast will begin at 9:30 AM and last until 10:00 AM. We will have three programs at 10:10 AM, 11:15 AM, and 1:45 PM. We will also have a Wrap-up session at 2:45 PM followed by a Board meeting. All are welcome to attend the Board meeting.

The main topic of the Spring Institute will concern E-books and E-content and the impact on libraries.

The first session will feature Julia Schult, a librarian from Baldwinsville Public Library. She will discuss the development of E-books in the last decade and their recent acceptance.

The second session will feature Scott Warren, the Head of Collections at the Syracuse University Library. He will address the options that an academic library faces when purchasing E-books.

The third session will feature Dan Rosati of the Hein Company. He will present to us the vendor perspective of Digital content and E-books.

In memory of Emily M. Wildey

Emily M. Wildey, retired NYS Supreme Court Librarian

Emily M. Wildey, 66, of Livingston, passed away Wednesday, April 13, 2011 at Columbia Memorial Hospital.

Born Dec. 8, 1944 in Yonkers, she was the daughter of the late Cyril and Emily (Hausman) Lynch.

Mrs. Wildey was the Supreme Court Librarian at the Columbia County Court House for 30 years before retiring.

She was a member of the Greenport Garden Club and loved gardening and cooking. She also enjoyed caring for her parrots, Murphy and Jack, but her family was her top priority. Emily was a devoted wife, mother, sister, and grandmother.

She was the beloved wife of 46 years of Roland D. Wildey. They were united in marriage on Oct. 3, 1964 in Mahopac, NY. Also surviving are her devoted children, Douglas W. Wildey of Amsterdam, Heather M. Wildey-Fallon of Clinton Corners, and Faith A. Kubow (Walter J. Kubow, Jr.) of Kinderhook, her brother, Robert (Sandy) Lynch of Endicott, NY, and six loving grandchildren, Danielle E. Fallon, Walter J. Kubow, III, Matthew S. Kubow, Samantha Rose Kubow, Anastasia Wildey, and Dresden R. Wildey. She is also survived by several nieces and nephews.

She was predeceased by her brother, Cyril Lynch.

Visiting hours are 4-7 pm Friday at the Bates & Anderson - Redmond & Keeler Funeral Home.

Graveside services will be held at 11 am Saturday at the Livingston Cemetery.

Memorial contributions in Emily's name may be made to the Wounded Warrior Project, 7020 AC Skinner Parkway, Suite 100, Jacksonville, FL, 32256.

Here’s some inside baseball for FR readers now that spring training is over. Have you ever wondered what a Regulation Identifier Number (RIN) is, and what you can do with one? The West Reference Attorney Blog has a good explanation, plus two files of agency RIN codes are attached for download. Students of rulemaking may wish to delve into this regulatory cryptology and see how it all fits together in Federal Register 2.0.

In Federal Register 2.0, agency RINs are listed in the “key information sidebar” to the right of document text. We hyperlink those RIN entries to Unified Agenda abstracts, where you can get additional background and the regulatory history of rulemaking actions. For example, look for the RIN in the key information sidebar of FDA’s Restaurant Nutrition Labeling document in the 4/7/2011 issue of the Federal Register. It links to this Unified Agenda abstract.

In this installment of the Private Law Libraries (PLL) Change as Action Summit, you will hear from Joe Calve and Kelly Brown of Morrison & Foerster. Calve is MoFo’s chief marketing officer, and Brown is the director of client relations. For the past year, the MoFo Research and Intelligence Group (the library) has reported to Calve and Brown in the Marketing Department. Calve and Brown bring a deep understanding of the capabilities of the MoFo Research and Intelligence team, and they are in a unique position to share their thoughts about how libraries can position themselves to become active participants in the practices of their firms by providing research at the highest level, both for business development and for client work.

This program will be videotaped and posted on the PLL website and will be available for free beginning on March 28 on AALL2go. It can be viewed by individual members or by groups. You may want to suggest that your chapter or SIS plan an educational program around the video. For example, tap a marketing director from a local firm to attend a brown bag lunch and watch the video with you; then, follow-up with a Q&A session.

This is the third in a series of five programs moderated by PLL members to provide a primer in law firm management from the view point of firm managers and administrators. The series is part of a two year program undertaken by the Private Law Libraries Special Interest Section (PLL-SIS) of AALL. LLAGNY's annual Bridge the Gap Legal Research Program will be taking place at New York Law School on April 8, 2011. Please share the news with summer associates, attorneys and library students. This year's program features three topical tracks: Corporate & Securities, Litigation, and Public Service Practices. There is a research question for each track that the faculty will answer during the session. This will give the attendees an idea of typical questions they may come across in their summer associate programs. Along with the substantive legal and business research topics, LLAGNY's Bridge the Gap includes advice from experienced lawyers and judges about what new associates should expect to do in these positions and how they can make a successful start. In light of the current legal employment market, there will also be a luncheon speaker who will speak on How to Keep Yourself a Top Candidate.

Librarians often discuss what firm management should know about the library, but do we know all we should about what it takes to manage our firms? Over the next several months, PLL members will moderate a series of five programs to provide a primer in law firm management from the view point of firm managers and administrators. How do they spend their time? What are the major challenges of their jobs? What keeps them up at night?

This series is part of a two year program undertaken by the Private Law Library Special Interest Section (PLL-SIS) of AALL. The goal is to identify significant changes taking place in the legal world, to understand how these changes provide opportunities for assuming leadership roles, and to develop concrete plans for librarians to become leaders within their organizations (Note: although the speakers are from an IP firm, they will be addressing issues applicable to firms of all types and sizes).

Free International Law Library Collection Launched

If you have ever tried to track down an elusive case from an international court or human rights tribunal, the best news this week may be the launch of the International Law Library, self-described as the "most comprehensive free-access international law library on the Internet." The International Law Library site contains links to over 25,000 decisions of international courts and tribunals and over 30,000 United Nations documents and other treaties and agreements. It is searchable across all types of documents and all collections.

Developed by the Australasian Legal Information Institute (AUSTLII), this digital library is updated regularly with new materials from legal information institutes around the world that are part of the World Legal Information Institute (WorldLII), and from other sources. It also features a citator that tracks where international cases, treaties and law journal articles have been cited, as well as links to other international law materials on the Internet. Anyone involved with international law study, research or source gathering should definitely check this out.

Katie M. Deveau Volunteer Spirit Award

We are seeking nominations for this year's Katie M. Deveau Volunteer Spirit Award.

This award honors those individuals or groups who perform volunteer service for the greater good without regard for personal gain and who inspire others through their community service. Eligible nominees for this award, which is presented annually at the fall conference, include members of ALLUNY in good standing who volunteer in ANY community service organization OR any individuals or groups (not necessarily ALLUNY members) who make volunteer contributions directly benefiting ALLUNY.
